SDG 8 - Decent Work and Economic Growth
SDG 17 - Partnerships for the Goals

The Bachelor of Science programs in Chemical Engineering, Industrial Engineering, Mechanical Engineering, Mining Engineering, Metallurgical Engineering, and Materials Engineering successfully underwent the 61st interim review visit of the Philippine Technological Council-Accreditation and Certification Board for Engineering and Technology (PTC-ACBET) on March 23-24, 2026, at the University of the Philippines Diliman.

Following their initial accreditation visits in 2023 and 2024, the interim review evaluated how the programs addressed earlier findings and sustained their development.

The Program Evaluation Team (PET) was composed of representatives from leading professional engineering organizations in the country. It was led by Dr. Dante L. Silva of the Philippine Institute of Civil Engineers, with PTC President Engr. Federico A. Monsada, Engineering Accreditation Commission Chair Dr. May Rose C. Imperial, and ACBET member Dr. Rosalinda P. Valedepeñas serving as observers.

Members of the 61st PTC-ACBET program evaluation team posed for a group photo with Chancellor Edgardo
Carlo L. Vistan, COE Dean Maria Antonia N. Tanchuling, and QAO Director Evangeline C. Amor.

The evaluation was conducted by Philippine professional engineers assigned to specific programs. Dr. Alvin R. Caparanga of the Philippine Institute of Chemical Engineers reviewed the BS Chemical Engineering  program; Engr. Nelson M. Pasamonte of the Philippine Society of Mechanical Engineers evaluated the BS Industrial Engineering and BS Mechanical Engineering programs; and Dr. Maria J-len J. Mesias of the Society of Metallurgical Engineers of the Philippines was assigned to the BS Mining Engineering, BS Metallurgical Engineering, and BS Materials Engineering programs.

UPD Chancellor Edgardo Carlo L. Vistan delivered his opening message during the welcome and opening meeting.

During his welcome message, UP Diliman Chancellor Edgardo Carlo L. Vistan highlighted the College of Engineering’s position as a leading institution in engineering education. He noted that this recognition comes with responsibility and underscored the value of external evaluation in maintaining academic standards. He also observed a growing culture of quality assurance, with more academic units engaging in external quality assurance activities such as accreditation, assessment, and review.

Dean Maria Antonia N. Tanchuling presented the College of Engineering’s profile and updates on its initiatives pertinent to continuous quality improvement.

College of Engineering Dean Maria Antonia N. Tanchuling presented the college’s ongoing efforts to strengthen program quality, graduate outcomes, and stakeholder engagement as part of its commitment to continuous quality improvement.

PET Chair Dr. Dante L. Silva delivered his opening remarks during the welcome and opening meeting.

Dr. Silva warmly welcomed the conduct of the interim review visit and expressed anticipation for a productive and insightful review.

Also present in support of the visit were Associate Dean for Academic Affairs Prof. Leslie Joy L. Diaz, UP Diliman Quality Assurance Office Director Prof. Evangeline C. Amor, the Interim Self-Review Report (ISR) teams, and respective faculty and staff from the degree program-delivering units.

The two-day visit included in-person interviews with university officials, college administrators, program coordinators, ISR teams, faculty members, and students. The interviews were aligned with specific PTC-ACBET criteria where findings were found during the initial review visit.

The program evaluation team inspected the laboratory facilities and equipment of their assigned programs, with particular focus on those with significant findings from the initial accreditation visit.

Laboratory facilities were also inspected, with faculty-in-charge and technical staff responding to questions related to utilization, preventive maintenance, calibration, and occupational safety for both newly acquired equipment and those previously flagged.

The program evaluation team presented their exit statement reports, outlining findings from the initial accreditation visit and updates from the interim review for their assigned programs.

The program evaluation team delivered their exit statement reports on the second and last day, presenting their initial findings on previously identified weaknesses and areas of concern, as well as noting developments since the initial accreditation. The exit meeting was attended by Vice Chancellor for Academic Affairs Prof. Maria Vanessa P. Lusung-Oyzon, Dean Tanchuling, Associate Dean Diaz, Performance Monitoring Team Faculty-in-Charge Prof. Susan P. Festin, and faculty members and staff from the Department of Chemical Engineering, Department of Mechanical Engineering, Department of Industrial Engineering and Operations Research, and Department of Mining, Metallurgical and Materials Engineering.

ACBET member Dr. Valdepeñas delivered the closing message on behalf of PTC-ACBET during the exit meeting.

In her closing remarks, ACBET member Dr. Rosalinda P. Valdepeñas expressed appreciation for the College of Engineering’s support and cooperation throughout the review. She gave particular acknowledgement to the fact the programs have well-established systems and encouraged their continued improvement, proper documentation, and strengthening of program outcomes, while keeping in mind the broader goal of developing Filipino engineers with strong technical expertise and global competence.

UPD Vice Chancellor for Academic Affairs Prof. Maria Vanessa P. Lusung-Oyzon delivered the closing message during the exit meeting, acknowledging the programs that underwent the interim review.
