The Bachelor of Science programs in Civil Engineering, Computer Engineering, Electrical Engineering, Electronics Engineering, and Geodetic Engineering successfully completed the 57th Philippine Technological Council-Accreditation and Certification Board for Engineering and Technology (PTC-ACBET) Accreditation Visit on November 18-20, 2025, at the University of the Philippines Diliman.
The Program Evaluation Team (PET) was composed of distinguished evaluators from leading professional engineering organizations in the Philippines. It was headed by Dr. Cynthia Llanes of the Institute of Electronics Engineers of the Philippines as the Team Chair, with ASEAN Engr. Nestley Sore of the Philippine Institute of Industrial Engineers as the Deputy Team Chair.
The accreditation visit was conducted by Philippine professional engineers as the program evaluators. ASEAN Engr. Florante D. Poso Jr. from the Philippine Institute of Civil Engineers assessed the Bachelor of Science in Civil Engineering program, Dr. Neil P. Balba from the Institute of Electronics Engineers of the Philippines evaluated the Bachelor of Science in Computer Engineering program, and Engr. Mario Jose O. Silvino from the Geodetic Engineers of the Philippines conducted the assessment of the Bachelor of Science in Geodetic Engineering program. Additionally, the Bachelor of Science in Electrical Engineering program was evaluated by Dr. Ariel H. Magat from the Institute of Integrated Electrical Engineers of the Philippines, while the Bachelor of Science in Electronics Engineering program was assessed by Dr. Arnel M. Avelino from the Institute of Electronics Engineers of the Philippines.

During the welcome and opening meeting, UPD Chancellor Edgardo Carlo L. Vistan took pride in the College of Engineering as one of the university’s flagship academic units and a center for technical expertise and innovation. Dean Maria Antonia N. Tanchuling of the College of Engineering spoke of the significance of the PTC-ACBET accreditation visit as an important step in reinforcing the College’s commitment to continuous quality assurance and internationalization. They also lauded the College for continuing to foster a dynamic community of students, faculty, and staff whose skills, competencies, and professional practice contribute in advancing various fields of engineering in the country.
UP Diliman Chancellor Edgardo Carlo L. Vistan and College of Engineering Dean Maria Antonia N. Tanchuling delivered the opening messages during the PTC-ACBET welcome and opening meeting at the Meralco Innovation Hall of the Electrical and Electronics Engineering Institute.
Also in full attendance and support were Vice Chancellor for Administration Assoc. Prof. Adeline A. Pacia, Vice Chancellor for Academic Affairs Prof. Maria Vanessa Lusung-Oyzon, Vice Chancellor for Student Affairs Assoc. Prof. Jose Carlo G. de Pano, Vice Chancellor for Research and Development Prof. Carl Michael F. Odulio, Vice Chancellor for Planning and Development Asst. Prof. Carmeli Marie C. Chaves, UP Diliman Quality Assurance Office (UPD QAO) Director Maria Aura Teodora C. Matias, the self study report (SSR) teams, and the academic and support staff of each degree program delivering unit.
The three-day accreditation visit featured in-person interviews with university officials, college administration, program heads, SSR teams, and academic and support staff. The evaluators examined the programs based on the nine-point criteria: Program Educational Objectives, Student Outcomes, Students, Faculty and Support Staff, Curriculum, Program Resources and Learning Environment, Leadership and Institutional Support, Program Linkages, and Continuous Quality Improvement. They also inspected laboratories, with designated commentators responding to questions on utility, preventive maintenance, calibration, and occupational safety. In addition, the UPD QAO led an hour-long university-level tour, covering essential service units such as the University Health Service, Office of Counseling and Guidance, and the College of Engineering Library.
The evaluators conducted site inspection and classroom observation as part of their evaluation of the programs assigned to them.

The program evaluation team presented their exit statement reports on the third and last day, detailing the institution’s and each degree program’s strengths, weaknesses, and areas of concern based on the accreditation criteria. The meeting was attended by Assistant Vice President for Academic Affairs (Quality Assurance) Prof. Alyssa M. Peleo-Alampay, Chancellor Edgardo Carlo L. Vistan, COE Dean Maria Antonia N. Tanchuling, COE Associate Dean for Academic Affairs Prof. Leslie Joy L. Diaz, and UPD QAO Director Matias, and faculty members and staff from the Electrical and Electronics Engineering Institute, Institute of Civil Engineering, and Department of Geodetic Engineering. Quality assurance officers in the College of Engineering also attended the meeting.
The PTC-ACBET program evaluation team presented the exit statement reports summarizing the preliminary findings for their assigned programs. Dr. Neil P. Balba, evaluator of the BS Computer Engineering program, delivered the report for BS Geodetic Engineering.
PTC President Engr. Federico A. Monsada recounted the organization’s inception and its core mandate to equip Filipino engineering students and professionals with advanced technical skills and global expertise to drive innovation and national development. This led to the PTC’s commitment to become a member of the Washington Accord in order to standardize engineering education in the country and provide graduates with professional opportunities in other member-countries.
PTC President Federico A. Monsada gave the closing message during the exit meeting held at the David M. Consunji Theater of the Institute of Civil Engineering.
PET Chair Dr. Cynthia Llanes thanked the College of Engineering for its hospitality and cooperation throughout the accreditation visit. She noted that the five programs already possess strong systems and encouraged them to further refine these processes, maintain proper documentation, and optimize program outcomes to sustain alignment with international engineering standards.
Dr. Cynthia C. Llanes presented the guidelines for the evaluation findings and outlined the next steps in the process during the exit meeting.
The five programs will then proceed to accomplish the response reports to address the evaluators’ findings in the exit statement reports.

The UP Diliman Office for the Advancement of Teaching (OAT) and Quality Assurance Office (QAO) held two Outcome-Based Education (OBE) workshops in September and November 2024. The workshops focused on aligning learning outcomes and syllabus design to support academic units in revising curricula and developing Self-Assessment Reports (SAR).
To strengthen UP Diliman’s commitment to quality assurance and integrate risk management principles in facilitating the attainment of the University’s core purpose, the UP Diliman Quality Assurance Office and Macro Vision Consultancy (MVC), launched the Risk Management Training on October 14-16 at the Conference Hall, Balay Kalinaw.
The UP Diliman Quality Assurance Office held the 4th quarter QA Clinic on October 28, 2024, with 24 QA Officers. Discussions included year-end reviews, strategic planning, aligning with UP programs, rankings, and QA tools like PESTEL and SWOT to enhance implementation and improvement.
Following the successful ISO Gap Analysis, the UPD Quality Assurance Office together with Macro Vision Consultancy spearheaded the three-day ISO Awareness Training last October 7-9, 2024 at the E.T. Virata Hall, Institute for Small-Scale Industries (ISSI).
The College of Engineering visited the College of Human Kinetics for a benchmarking session facilitated by the Quality Assurance Office. This initiative explored integrating QA practices and ARTA processes at the COE, aiming to synergize academic and administrative processes in their unit.
As a kick-off activity in the University of the Philippines Diliman (UPD)’s ISO 21001:2018 Educational Organizations Management System (EOMS) certification journey, fifty-six (56) academic and administrative units participated in the remote and onsite Initial Assessment and Gap Analysis last September 23, 24, and 30, 2024 spearheaded by the UPD Quality Assurance Office (QAO).
