UP Diliman Performance Monitoring Team holds PBMS Orientation for DU Administrators and Encoders

All 32 Delivery Units of UP Diliman were represented at the PBMS DU Administrators and Encoders Orientation held on 11 March 2026 at the Malcolm Hall Theater, UP College of Law. The activity gathered 117 participants, including deans, administrative staff, QA Officers, and faculty members.

Organized by the UP Diliman Quality Assurance Office (QAO) through the Diliman Performance Monitoring Team (PMT), the orientation aimed to help delivery units better understand key Performance Budget Monitoring System processes and requirements. The sessions focused on target-setting, performance monitoring, reporting tools, and the submission of requirements through the PBMS Portal.

In her opening message, QAO Director Evangeline C. Amor emphasized the importance of setting appropriate and realistic targets and ensuring that submissions are supported by accurate and reliable data. She also underscored the role of delivery units in strengthening institutional performance monitoring through timely and evidence-based reporting.

Director Amor also led the discussion on the PBMS performance indicators, guiding participants through their definitions, formulas, data sources, and sample applications. Her presentation gave participants a clearer understanding of how targets are determined and how accomplishments should be supported by proper documentation and evidence.

Prof. Susan P. Festin, Faculty-in-Charge of the Performance Monitoring Team, also discussed the scorecards and monitoring tools used to track delivery unit performance across the budget cycle. She explained how reported accomplishments are reviewed and how these tools help assess whether units are meeting their targets.

Representatives from the UP System Budget Office – Planning Services Division (UPSBO-PSD), namely Mr. Virgilio Llenaresas, Ms. Maria Tracy Tusi, and Mr. Danvic Lazaro, also joined the program to conduct a walkthrough of the PBMS Portal. Their session covered an overview of the roles of DU Administrators and Encoders, the encoding and submission process, and key reminders on the use of the system.

Ms. Arlyh F. Hirao, Lead of the Knowledge Management Team and PMT Secretariat, also discussed the submission deadlines, required documents, and consolidation process for PBMS submissions. Her presentation guided participants through the documentary requirements expected from delivery units and clarified how submissions are reviewed and consolidated as part of the reporting process.

An open forum followed the presentations, allowing participants to raise questions on target-setting, submission timelines, documentary requirements, and portal-related concerns. The discussion helped clarify common issues encountered by delivery units in the implementation of PBMS.

The orientation forms part of UP Diliman’s continuing efforts to strengthen performance monitoring and improve the quality of submissions across its delivery units. With all 32 Delivery Units represented, the activity underscored the shared responsibility of ensuring timely, accurate, and evidence-based reporting in support of planning, accountability, and continuous improvement.
