Among the responsibilities of the UP Diliman Quality Assurance Office (UPD QAO) is to lead the university in introducing quality management system initiatives and in setting up academic and administrative quality assurance frameworks across units. In pursuit of this mandate, the UPD QAO organized a Philippine Quality Award (PQA) Training and Gap Analysis Workshop last August 31, October 5, and 6, 2023. The three-day training workshop was organized together with partners from ACF Consultancy and Training Services, Inc. (ACF).
The Philippine Quality Award (PQA) program is a global competitiveness template that aims to encourage and engage organizations and other stakeholders to strive for and attain performance excellence. Achieving the highest level of recognition from the program is one of the north stars for the office and requires a collaborative effort from all members of the UPD community. To prepare for this endeavor, leaders from the different administrative, academic, and research and extension units were invited to learn about the program, its requirements, and collectively assess where UPD is currently at in terms of meeting these requirements.

certificate of appreciation to ACF Director, Ms. Angelica C. Fraginal
Quality Management expert and ACF Managing Director Ms. Angelica C. Fraginal served as resource speaker and guided the participants in understanding the different requirements of the PQA. Through a series of lectures, workshops, and activities, participants were able to know the requirements, gauge UPD’s level of compliance, and analyze areas for improvement. Ten groups, with representatives from the different types of offices, were assigned specific requirements that they needed to assess and then took turns in presenting their outputs to the entire cohort. Chancellor Edgardo Carlo L. Vistan II, LLM, the Vice-Chancellors, and Deans of academic units led the discussion in their respective groups.
After discussing the output of the activities with Ms. Fraginal and Chancellor Vistan, UPD QAO Director Aura C. Matias synthesized the activity and presented a roadmap for the PQA, highlighting the need to ‘fix the house’ and to prioritize quality improvement programs that will help UPD strengthen its compliance to the PQA requirements. Examples mentioned are performance excellence certifications, external program assessments and accreditations, unified strategic management process deployment, and digital transformation initiatives. In closing, Director Matias reminded the participants that more than the validation from the PQA and these initiatives, as public servants and leaders of the national university, the ultimate objective is for UP to deliver on its mandate with a greater sense of responsibility, transparency, and accountability to its stakeholders.
